DESCRIPTION OF DUTIES:

Strategic Information & Reporting Specialist

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly analytical, solutions-oriented, and collaborative Strategic Information & Reporting Specialist to support the Regional Revolving Funds (RRF) through advanced data analytics, business intelligence, and reporting solutions that enable informed decision-making and operational excellence.

Under the general supervision of the Executive Manager, Special Program, Regional Revolving Funds (RRF), and the direct supervision of the Chief, Strategic Fund for Public Health Supplies (RRF/SF), the selected candidate will:

• Develop, maintain, and deliver key performance indicators (KPIs), business intelligence dashboards, and analytical reports to support strategic and operational decision-making.
• Lead data collection, cleansing, reconciliation, validation, and documentation across ERP systems, internal platforms, and external data sources.
• Define and enforce master data standards, quality rules, metadata, and access controls to ensure high-quality, reliable information.
• Support digitization initiatives, including defining system requirements, coordinating user acceptance testing (UAT), and validating go-live processes.
• Provide user support, training materials, and incident triage for reporting and analytics platforms.
• Translate complex data into clear, actionable insights for operational teams and senior management.
• Collaborate with cross-functional teams, country offices, and external partners to strengthen reporting and analytics capabilities across the RRF.

What is required for this position?

Education

A bachelor’s degree in information systems, data science, engineering, supply chain, business administration or any other field related to the functions of the post, from a recognized university.

Experience

Five years of combined national and international experience in collecting, analyzing, and visualizing data, developing BI dashboards, ERP integrations, and operational reports related to major health technology procurement programs. Experience with data governance, master data standards, quality frameworks, metadata management, and role-based access controls.

Languages

Very good knowledge of English or Spanish with a working knowledge of the other language.

IT Skills

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

• Development and maintenance of BI dashboards, KPIs, and analytical reports.
• Advanced data analysis using Excel, SQL, and BI tools.
• Experience with ERP systems and data integration within procurement and supply chain environments.
• Ability to define and enforce data quality and master data standards.
• Knowledge of ETL/ELT processes and cloud-based data platforms.
• Strong analytical, problem-solving, and conceptual skills.
• Ability to translate technical data into clear, actionable recommendations.
• Strong written and oral communication skills for technical and executive audiences.

Duration of Contract

One-year, first-year probationary period.
