DESCRIPTION OF DUTIES:

Human Resources Technician I

Join us and contribute to the effective management of human resources operations in PAHO

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a detail-oriented, service-focused, and proactive Human Resources Technician I to provide specialized support to human resources operations within the PAHO/WHO Representation for Barbados and the Eastern Caribbean.

Under the general supervision of the PAHO/WHO Representative (PWR/ECC), and the direct supervision of the Administrator, and in close coordination with Human Resources Management (HRM) at Headquarters, the selected candidate will:

• Assist and coordinate recruitment and selection processes for staff and contingent workers, including screening applications, administering tests, and supporting selection committees.
• Initiate and process human resources actions in PAHO’s corporate information systems, serving as HR focal point for staff and contingent worker management.
• Prepare and administer contracts for contingent workers, ensuring compliance with organizational policies and procedures.
• Maintain and update personnel records, monitor contract extensions, and support payroll, benefits, and entitlement processes.
• Provide guidance to staff and candidates on conditions of employment, administrative procedures, and human resources policies.
• Liaise with local authorities and government entities on personnel-related matters, including arrivals, departures, and legal documentation.

What is required for this position?

Education

Certificate of completion of high school.

Experience

Six years of general office or administrative work experience or four years of general office or administrative work experience, and or business school level with emphasis on administration or Human Resources.

Languages

Very good knowledge of English.

IT Skills

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

• Knowledge of human resources policies, procedures, and administrative practices.
• Ability to plan, organize, and coordinate recruitment and contract administration processes.
• Ability to maintain databases, prepare reports, and manage personnel records accurately.
• Strong organizational, problem-solving, and decision-making skills.
• Ability to draft correspondence and reports in English and Spanish.
• High level of discretion, confidentiality, and integrity when handling sensitive information.
• Ability to work independently while collaborating effectively with internal and external stakeholders.

Duration of Contract
