ROLE PURPOSE:
The WASH and Shelter Coordinator will be responsible for the planning, design, implementation, follow-up, and evaluation of WASH and Shelter activities including infrastructure and construction works in communities, informal settlements, collective shelters, and substandard buildings targeted by Save the Children. The role includes conducting technical assessments, monitoring, and supervision, as well as providing technical guidance and support to field teams, contractors, beneficiaries, and community members.
The Coordinator will manage the day-to-day implementation of WASH and Shelter program components, including emergency interventions, and oversee the distribution of WASH kits and non-food items (NFIs), ensuring that all activities are delivered on time, within budget, and in line with quality standards, organizational policies, and sector best practices.
The Coordinator will also liaise with external stakeholders, including partners, donors, and local authorities, represent Save the Children in relevant working groups and coordination meetings, and contribute to strategy development and proposal writing to support resource mobilization.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and adjust working hours as necessary.

Budget Responsibilities: To be determined as per Country Scheme of Delegation
Role Dimensions: Accountable for budget management including forecasting and expenditure as per budget phasing and forecast, local partner management when applicable, providing expertise, internal and external representation, team management and capacity building.
KEY AREAS OF ACCOUNTABILITY:
Project Management
- Prepare regular work plans in line with approved implementation plans and ensure timely delivery of all WASH and Shelter activities, including beneficiary registration, assessments, trainings, data collection, civil works, and distributions (WASH kits, Shelter materials, and NFIs).
- Manage and oversee the development, implementation, and quality of integrated WASH and Shelter projects, ensuring consistency in methodology, technical standards, and compliance with SCI and national guidelines.
- Coordinate WASH and Shelter activities across technical teams (engineering, hygiene promotion, water and sanitation, and shelter rehabilitation) through movement plans, work plans, regular meetings, and field supervision.
- Ensure integration of WASH and Shelter programming with other SCI sectors and promote a holistic, area-based approach.
- Supervise assessments, mapping of areas, beneficiary identification and selection processes in line with vulnerability criteria and programme guidelines.
- Plan and manage distributions of WASH and Shelter materials (in-kind and voucher modalities), ensuring accountability, transparency, and adherence to quality standards.
- Oversee complex WASH and Shelter infrastructure programming, including civil rehabilitation works, negotiations with landlords and local authorities, water trucking, desludging, site improvements, and other service delivery interventions.
- Ensure proper monitoring of implementation quality through regular field visits, quality benchmark assessments, and technical supervision of works and service provision.
- Establish and maintain effective monitoring and evaluation systems with MEAL team, ensuring accurate data collection, database updates, indicator tracking, and analysis of monitoring data to measure impact and inform future programming.
- Monitor budgets and expenditures against implementation plans, analyze Budget vs Actual (BvA) reports, and ensure timely and appropriate utilization of funds in close coordination with Finance and project manager.
- Coordinate closely with Supply Chain, Finance, HR and Administration to ensure smooth operational support, procurement, supply chain management, and overall programme delivery.
- Develop and improve procedures, MoUs, SoPs, and ToRs related to WASH and Shelter programming in accordance with SCI principles and standards.
- Design context-appropriate WASH and Shelter solutions, considering national strategies and standards, protection considerations, and specific vulnerabilities.
- Lead or contribute to new project development, including needs assessments, budgeting, log-frame drafting, and review of national and international sector assessments.
- Represent SCI in relevant WASH and Shelter working groups and coordination meetings, particularly at local level, and maintain close coordination with municipalities, MoSA, local authorities, partners, and other external stakeholders.
- Contribute to donor reporting and ensure high-quality internal and external reports in line with Save the Children processes and timelines.
- Identify protection needs and emerging trends within WASH and Shelter interventions and ensure appropriate, integrated responses aligned with national strategies.
- Promote continuous improvement by identifying gaps, proposing adjustments, and sharing innovative ideas to enhance programme effectiveness and impact.
Team management and capacity building
- Manage the performance of relevant WASH and Shelter staff, set objectives, monitor work plans, and provide constructive feedback on a regular basis.
- Identify staffing needs and participate in the recruitment processes for WASH and Shelter staff when required.
- Take accountability of own and team’s performance and development following SCI Develop to Perform guidelines.
- Provide WASH and Shelter staff with capacity building training as per performance management and needs assessments.
- Ensure that the team follow weekly work plans and develop weekly reports.
- Ensure that all WASH and Shelter staff are complying with code of conduct, Child Safeguarding, and other SCI policies.
Partnerships management
- Ensure capacity building of local partners implementing WASH and Shelter interventions.
- Responsible for partnership management to ensure programme delivery.
- Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements.
- Provide continuous programme management and facilitate technical support to partners to ensure timely quality programming.
- Work with HR/Finance/Supply Chain teams to ensure partners are receiving adequate support from support sections.
External relationships/Representation
- Represent Save the Children in WASH and Shelter sectors working group meetings and other sector coordination forums in Lebanon.
- Coordinate with the local authorities and other agencies.
- Contribute to development of advocacy messages and materials in conjunction with Save the Children Advocacy, Communications, Campaign and Media unit.
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect Save the Children’s principles of equity and fairness.
General
Perform such other responsibilities as agreed with the line manager.
EXPERIENCE AND SKILLS:
Essential
Bachelor’s degree in Mechanical Engineering, Civil Engineering, Urban Planning, or a related field within the built environment; a Master’s degree is an asset.
• Familiar with Humanitarian sector, donors, technical aspects of humanitarian shielding, Sphere standards, distribution and humanitarian principles.
• Familiar with the survey and reporting tools platforms.
• Familiar with liaising with NGO’s and UN bodies.
• Proficiency in AutoCad, Adobe Photoshop, Microsoft Word, Outlook and Excel.
• Good time management and organizations skills.
• Fluency in written and spoken English language.
• Strength in interpersonal, communication, presentation skills and teamwork.
• Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
• Strong IT/database management skills.
• Minimum 3 years of various experience in WASH and Shelter sector.
• Minimum 3 years of experience working with NGOs in an emergency / humanitarian or development context.
• Minimum of 3 years of experience of line management.
• Previous experience in construction and WASH and Shelter activities: tendering, contracting, construction oversight, etc.
