The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. As part of our mandate to fight the three diseases, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.

As one of the biggest health product procurement entities in the public sector, investing nearly US$3 billion in health products and equipment procurement, the Global Fund is uniquely placed to drive equitable access to quality-assured health products, services and innovations through its Supply Operations department.

Supply Operations, collaborating across the Global Fund Secretariat, is responsible for the Global Fund’s market shaping activities and the overall management of health product sourcing, procurement, quality assurance and supply chains.
The Sourcing team is a strategically integrated function responsible for all procurement activities across all spending categories, including health and non-health products and services, with a combined annual spend exceeding US$2 billion. It encompasses the sourcing of health products such as pharmaceuticals, diagnostics and health technologies, and vector control, as well as the sourcing of non-health products and services, including third-party managed services such as procurement service agents (PSAs), IT services, HR and professional services and other Secretariat operational and managed procurement spending.

The Sourcing team plays a crucial role in delivering on Global Fund’s mission and core programs and its strategic priority to drive equitable access to quality-assured, affordable products and services. This will be achieved through strategic category management, supplier engagement, and value-/performance based contracting. The Sourcing team is ultimately responsible to ensure continuous supply of life-saving and business critical products and service deliveries, value for money and stewardship across all procurement spending. Critically important, the Sourcing team executes relevant activities to accelerate the progress on NextGen Market Shaping interventions such as new product introduction, supply base diversification, advancing in Pooled Procurement Mechanism (PPM), and leveraging the spectrum of market shaping tools to maximize outcomes and impact on the three diseases.

The Health Technologies Sourcing sub-team is responsible for developing and implementing sourcing strategies over a wide range of health technologies and diagnostic products for Malaria, HIV, TB, and pandemic preparedness.

Under the supervision of the Manager, Health Technologies Sourcing, the Specialist, Health Technologies & Diagnostics Sourcing is responsible for supporting the development of the product category strategy, to ensure the delivery of measurable value in line with the objectives of the Global Fund’s Strategy. This includes implementing Market Shaping interventions, sourcing activities and coordinating and aligning partnerships to effectively implement complex sourcing solutions, including engagement with key strategic donors, partners, other large buyers such as the US Government and other national governments and major suppliers.

The sourcing approach adheres to public procurement principles and is guided by the organization’s value-for-money framework.

 

 

Key Responsibilities

 

Category Management and strategic sourcing:

  • Utilizes in-depth professional knowledge and experience to support the Manager, Health Technologies Sourcing to design and develop the product category strategy and global tendering by leveraging product and supplier knowledge, category management skills and other subject matter expertise 

  • Accountable for managing the operational implementation of the product category strategy, tender outcomes, contracts and performance

  • Responsible for providing product category input to inform the top-down saving target setting process

  • Accountable for the delivery of product category savings targets following engagement in the target setting process

  • Manages the supplier relationship by serving as the primary interface with manufacturers

  • Responsible for managing the supplier performance against agreed performance KPIs

  • Implements and ensures compliance and delivery of value in contract implementation and allocation of demand to meet contractual requirements and financial commitments

  • Implements and optimises the delivery on value from strategy and tender outcomes through supply and demand interventions

  • Implements additional strategic sourcing opportunities to further leverage spend through additional volumes or other strategic approaches within and beyond Global Fund spend

 

Market Shaping Strategy implementation:

  • Serves as critical implementer of the Board-approved Market Shaping Strategy objectives through both category-specific and cross-cutting elements

    • Ensure continued availability and affordability of the needed category products

    • Promote consistent quality standards through the category product portfolio procurement 

    • Support efforts to stimulate innovation through supplier relationship management

    • Accelerate adoption of new and/ or cost-effective products to maximize the program impact

    • Transfer category knowledge and promote strategic sourcing best practices and to prepare for country transition and long- term market viability 

 

Transaction management:

  • Supports realization of opportunities and supply solutions for challenging Principal Recipient requests in terms of products and/or timing

 

Tool and system support:

  • Identifies business needs, opportunities, and challenges with regards to category management

Qualifications

 

Essential:

  • Advanced degree in health, science or business field, ideally associated with business administration or financial qualification

 

Experience

 

Essential:

  • At least 5-10 years demonstrated experience in public/ private health product sourcing & supplier relationship management 

  • Extensive product category management experience

 

Desirable:

  • Health Technologies and Diagnostics sourcing and supply chain management experience 

  • Relevant experience engaging with/ within Lower Middle Income Countries (LMICs)

 

Competencies

 

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
