Role Purpose
Save the Children International Cambodia is one of the Executing Entities for “Building the Climate Resilience of Children and Communities through the Education Sector Project (BRACE)”, which is funded by the Green Climate Fund (GCF). The BRACE project will be co-executed by Save the Children in Cambodia and the Ministry of Education, Youth and Sport (MoEYS).
The Project MEAL Coordinator is responsible for leading and managing all Monitoring, Evaluation, Accountability and Learning (MEAL) functions for the BRACE Project in Cambodia.
The role ensures the project has robust MEAL systems that meet donor requirements, Save the Children standards and programme quality frameworks, while supporting evidence-based decision-making and adaptive programme management.
The Project MEAL Coordinator leads the design and implementation of the project’s MEAL strategy, indicator frameworks, monitoring tools and accountability mechanisms, ensuring reliable data is collected, analysed and used to improve programme performance and impact.
Working closely with the REALM (Research, Evidence, Accountability, Learning and Monitoring) Manager, MAP (Monitoring, Accountability and Performance) Coordinator, REL and BI (Research, Evaluation, Learning and Business Insight) Coordinator, Knowledge Management function, Project Manager and implementing partners, the role ensures project-level monitoring, evaluation and learning contribute to country-level performance tracking, organisational learning and strategic evidence generation.
The position also plays a key role in strengthening partner MEAL capacity, coordinating evaluations and studies, facilitating learning processes and ensuring high-quality donor reporting inputs.
As part of Save the Children Cambodia’s REALM architecture, the role collaborates closely with Monitoring, Accountability & Performance (MAP), Research, Evaluation, Learning & Business Insight (REL&BI), and Knowledge Management functions to ensure project evidence contributes to country-wide monitoring systems, organisational learning and strategic evidence generation.
This role is fully cost-recovered from the BRACE project budget and provides technical leadership for MEAL systems within the project.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Qualifications
- Master’s degree in Monitoring & Evaluation, Development Studies, Social Sciences, Statistics or related field
Experience and Skills:
Essential
- Minimum 5–7 years of experience in MEAL systems
- Experience managing monitoring systems for donor-funded projects
- Experience coordinating MEAL in multi-partner programmes
- Strong data analysis and reporting skills
Desirable
- Experience coordinating project evaluations and research studies
- Experience strengthening partner MEAL capacity
- Experience working with international NGOs
- Experience with digital data collection tools and dashboards
Contract length: Fixed Duration Contract (FDC).
