Overview of the role and responsibilities


The Norwegian Refugee Council (NRC) is an independent humanitarian organisation dedicated to protecting the rights of displaced and affected people during crises. NRC delivers high-quality programmes to support people forced to flee, helping them rebuild their lives and establish a new future. NRC provides immediate humanitarian assistance, prevents further displacement, and contributes to durable solutions. It operates across both new and protracted crises across 40 countries.


Monitoring, Evidence, Accountability and Learning Officer will be part of the MEAL Department and closely works with all Programme and if relevant support units in area office as well as Country Office MEAL team. This position supports NRC Ukraine Area South programming in the development, coordination, quality control, and implementation of the MEAL system in practice.

Responsibilities

Roles and Responsibilities


The MEAL Officer supports the implementation of MEAL SOPs at the Area Office level.


The role contributes to ensuring that data and evidence are collected, cleaned, and synthesised in a safe, inclusive, and ethical manner, and supports the use of monitoring and evaluation findings for accountability, reporting, and programme learning.

Generic Responsibilities

  1. Contribute to the implementation of MEAL systems and Standard Operating Procedures (SOPs) at AO level.
  2. Conduct and supervise quantitative and qualitative data collection for assessments, outcome monitoring, and evaluations.
  3. Ensure timely and accurate entry, cleaning, and organisation of monitoring and assessment data.
  4. Contribute to data analysis and preparation of summary reports for programme use.
  5. Support the maintenance of MEAL databases and proper filing/documentation (digital and hard copies).
  6. Support verification of project activities, distributions, and beneficiary lists.
  7. Assist in harmonisation of data collection and reporting across projects and partners.
  8. Promote safe, inclusive, and ethical engagement with communities during monitoring and assessment activities.
  9. At AO level, if delegated, support documentation/analysis of CFM data with the CO CFM Coordinator.
  10. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the MEAL policies and procedures.

 

Specific Responsibilities
 

  • Ensure follow up of the MEL processes and tools during all the project lifetimes.
  • Develop and support implementing partners to develop MEL tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting.
  • Provide capacity building to local partners on MEL processes and tools.
  • Ensure that Programme MEL Work Plans, are developed and up to date.
  • Ensure that monitoring data are reported in a timely manner to the relevant reporting systems/tools such as GORS, ITT, etc.
  • Support the project teams to improve quality of monitoring and accurate reporting, including training on MEL tools.
  • Support the project teams during implementation of field activities including assessment, registration, distribution etc. Support in developing data collection methodology and tools.
  • Support in different type of data collection including PDMs, using mobile data collection methods, outcome measurement, training and supervising of enumerators, data entry and analysis.
  • Maintain accurate documentation related to the MEL system (e.g. monitoring reports, data collection tools/methodologies, indicator profiles, MEL Matrices/Work Plans, documented calculations of indicators) and ensure its proper filing.
  • Carry out any other tasks relevant to the function and the position as delegated by the line manager

 

Qualifications

Generic Professional Competencies
 

  • 1 to 2 years’ experience in MEAL, or data management experience, preferably in humanitarian or development settings
  • Knowledge of quantitative and qualitative data collection and analysis
  • Strong database management and Excel/digital data collection skills (Kobo)
  • Bachelor’s degree or diploma in social sciences, statistics, or related field preferred
  • Fluency in spoken and written Ukrainian language, knowledge of English language is an advantage
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) is required; experience with Microsoft 365 (SharePoint, Teams, OneDrive, Planner) is an advantage.

  • Familiarity with the humanitarian context in Ukraine
  • Experience implementing MEAL systems
  • Experience with local partners capacity building in complex or sensitive environments
  • Experience in managing analysis, synthesis, documentation and dissemination of lessons learned for a range of stakeholders.
  • Capacity to evaluate progress and recommend necessary actions to support program progress and improving quality and impact.
  • Strong analytical, problem-solving and communication skills.
  • Ability to work under pressure, independently and with limited supervision.
  • Ability to meet deadlines in multitasking environments.
