This position is a 2-year fixed-term contract.
DESCRIPTION OF THE DEPARTMENT
The Human Resources Department at MSF Korea plays a critical role in advancing the organisation’s mission by ensuring effective people management, compliance with labor regulations, and the development of a positive and inclusive work culture. It is responsible for the recruitment and deployment of Korean International Mobile Staff (IMS) as a contribution to MSF’s social mission and it supports both office-based staff and IMS, providing strategic guidance and leadership in organisational development, recruitment, staff welfare, and talent management.
PURPOSE OF THE POSITION
Under the direction of the Human Resources Director (HRD), the International Human Resources Manager (IHR Manager) attracts, recruits, places, develops, and supports medical and non-medical personnel (International Mobile Staff or IMS) to work in MSF’s medical humanitarian projects worldwide.
The IHR Manager will:
- Be responsible for the development and implementation of the plan and activities for the recruitment, placement, and development of Korean IMS to foster growth of Korean IMS and IMS pool and to meet the operational needs of MSF
- Be in regular contact with counterparts in the Operational Centres (OCs) to enable the recruitment, placement, development and support of Korean IMS
- Work with OCs and partner sections in the APAC region, to coordinate learning and development, mutualisation of IHR activities and to expand the number of IMS from the APAC region.
- Contribute to the development of policies and procedures relevant to International HR and IMS, and be responsible for their effective implementation
- Contribute to IHR discussions and dossiers in the movement
- Attend IHR related meetings and discussions in Korea and movement as requested by the line manager.
MAIN DUTIES AND RESPONSIBILITIES
1. IMS Recruitment
1-1. Recruitment Marketing and Events in collaboration with relevant stakeholders
- Define the IMS recruitment strategy by identifying key profiles and different methods and priority profiles and channels (e.g. marketing, events).
- Manage the IHR Coordinator in the annual plan of all IMS recruitment activities through identification, planning, and execution of online and offline recruitment events and marketing initiatives such as recruitment videos and campaigns.
- Work closely with the HR Director to discuss annual recruitment priorities, resource allocation, and strategic adjustments based on operational needs
- Ensure consistency and clarity of recruitment-related communication and promotional materials across all channels.
1-2. Recruitment, Selection, and Onboarding
- Manage the IHR Coordinator in the intake and screening of new applicants and is responsible for the final recruitment and onboarding of new IMS
- Be in close contact with OCs to ensure effective selection processes and procedures including selection criteria, testing, and other selection techniques including pre-employment checks
- Coordinate and contribute to the preparation and facilitation of pre-departure, induction, and management training
- Monitor end-to-end recruitment processes to ensure efficiency, fairness and equity and identify opportunities to improve selection practices.
2. Field Placement and Career Management
- Monitor and report on the quantity and quality of field placements and the effectiveness in
- meeting field needs and plan for future needs
- Facilitate staff reflection on long term ambitions and career aspirations, translating these into actionable career and development plans
- Develop and execute strategies and activities to attract and retain IMS in the MSFK pool
- Establish close and trusting relationships with IMS through supportive briefings, debriefings, and conversations during and after assignments to ensure IMS have positive interactions with MSFK
- Ensure that MSFK IMS have access to regional and international training programs conducted by OCs and other organisations
- Collaborate with OC counterparts on the resolution of problems, if MSFK IMS face challenges while on assignment.
- Contribute to communications/publications sent to IMS
- Develop and analyse strategies to enhance the positioning and contribution of Korean IMS within the broader MSF movement
- Support and implement the process of detachment of MSFK office staff to field and other office roles
- Collaborate with the HR Director in reviewing IMS development trends, retention strategies, and long-term talent development approaches.
3. IHR Administration
- Supervise IHR Coordinator arrangement of travel logistics for field assignments. Provide back-up on departure logistics when required
- Ensure proper execution of administrative tasks by IHR Coordinator – e.g. issuing contracts, communication of status to relevant departments, cross-admin process, health insurance registration
- Be a super user of the IHR database program and maintain high quality IHR data. In collaboration with other HR team members, provide updates to policies and handbooks impacting IMS
- Discuss proposed updates to IMS-related policies and handbooks with the HR Director to ensure organisational alignment and compliance
- Provide regular analysis and insights based on IHR data to support recruitment planning, workforce decision-making, and internal reporting.
4. Relationship and collaboration with OCs and other sections
- Communicate and engage with IHR and operational departments across all OCs (especially OCG and OCP) and other regional offices (especially APAC) to collaborate on issues of common concern in the movement including DEI, behavioural commitments etc.
- Support other offices for interviews, training, events as needed
- Represent MSFK in international HR meetings, information exchanges, and visits when required.
- Serve as rewards review representative for MSFK, sharing relevant information with impacted staff to ensure effective change management
- Undertake ad hoc/interim field placements as required in agreement with OCs and the HR Director
- Build and maintain effective collaboration with OC Pool Managers to expand opportunities for Korean IMS and detachment opportunities for MSFK office staff
- Coordinate cross-departmental efforts to ensure consistent delivery of IMS-related content and engagement activities.
5. Departmental and Other
- Contribute to the development of annual objectives, risk assessments, and improvement plans for the HR department
- Development and follow up of execution of IHR budget in accordance with the plan of action
- Willingness to adjust work schedule to suit the needs of the IHR responsibilities. This may include working flexible hours and providing support to other roles when required (pre-departure training, MSF events, evening teleconference with OCs)
- Capture key learnings and good practices to contribute to continuous improvement and institutional knowledge within the IHR department
- Undertake such other activities as may be required and approved by HR director.
QUALIFICATIONS AND REQUIREMENTS
1. Experience
- Minimum 2 years of MSF experience in field and/or IHR “pool management,” or a similar role in another similar organisation, and at least 5 years of total relevant experience
- Relevant HR experience.
2. Languages
- Fluent English (written and verbal)
- Korean or French language skills an asset
3. Knowledge
- Knowledge and commitment to MSF principles and extensive knowledge of MSF
- Strong knowledge of MSF HR policies and procedures (IRP2, IRFFG, international contracting, etc)
- Knowledge and/or experience in HR Management and field recruitment in MSF
4. Essential Skills
- Ability to understand and interpret MSF operational needs and objectives
- Strong written and oral communication skills
- Ability to network and establish productive working relationships within the MSF movement
- Ability to multi-task in a fast paced environment
- Effective computer skills (Microsoft suite, HRIS, zoom, etc)
- Available to travel domestically and overseas

2. 현장 파견 배치 및 경력 개발 관리
- 현장 배치 인원 규모 및 질적 수준, 현장 수요 충족도 모니터링 및 보고, 향후 수요 대응 계획 수립
- 구호활동가의 중장기 목표 및 커리어 지향점에 대한 성찰 지원 및 실행 가능한 개발·커리어 계획으로 구체화

- IHR 데이터베이스 슈퍼유저로서 데이터 정확성 및 품질 관리
- 타 HR 팀원과 협력하여 구호활동가 관련 정책 및 핸드북 개정 사항 업데이트
- 구호활동가 관련 정책·핸드북 개정안에 대해 HR Director와 협의하여 조직 정합성 및 컴플라이언스 확보
- IHR 데이터 기반 정기 분석 및 인사이트 제공을 통한 채용 계획, 인력 운영 의사결정 및 내부 보고 지원
4. OC 및 타 섹션과의 협력관계 구축
- OC(특히 OC Geneva, OC Paris) 및 타 지역 오피스(특히 APAC) IHR·운영 부서와 소통·협업 및 DEI, 행동강령 등 공통 이슈 대응
- 타 오피스 인터뷰, 교육, 행사 등 필요 시 지원
- 필요 시 국제 HR 회의, 정보 교류, 방문 활동에 MSFK 대표로 참여
- 보상 검토(rewards review) 대표로서 관련 정보 공유 및 변화관리 지원
- HR Director 및 OC와 합의 하에 단기·임시 현장 파견 수행

자격 요건
1. 경력
- MSF 현장 및/또는 International HR “pool management” 분야에서 최소 2년 이상의 경력 보유, 유관경력 총 5년 이상 보유
- 관련 HR 실무 경험 보유
2. 언어
- 영어 능통 (구두 및 서면)
- 한국어 또는 프랑스어 구사 가능자 우대
3. 지식
- MSF 원칙에 대한 이해와 헌신, MSF 조직 전반에 대한 높은 이해도
- MSF HR 정책 및 절차(IRP2, IRFFG, 국제 계약 등)에 대한 높은 이해도
- MSF 내 HR 관리 및 현장 채용 관련 지식 및/또는 경험
