Job Description

Overview of the role and responsibilities

SCOPE OF WORK

The contractor will support the Early Childhood Development (ECD) team in monitoring activities delivered through partner community-based organizations (CBOs). Over three months, the contractor will conduct 15 documented CBO visits, including four full ECD session observations per month (12 in total). An observation conducted during a CBO visit counts toward the monthly visit target. The contractor will document facilitation quality, provide constructive feedback, track agreed improvements, and report to the ECD Coordinator.

 

KEY RESPONSIBILITIES

The ECD Field Monitoring Support contractor will be engaged in the following activities:

·       Conduct four CBO visits in October, five in November, and six in December according to the agreed visit plan. Check session readiness, attendance, availability and use of approved materials, and implementation of ECD activities.

·       Observe four complete ECD sessions each month using the approved observation checklist. Assess facilitation, child or caregiver participation, inclusion, room readiness, use of Ahlan Simsim and other approved ECD materials, and safe interactions. These observations count toward the monthly CBO visit targets.

·       Share constructive feedback with facilitators after each observation, agree practical improvement actions, follow up on recommendations during repeat visits, and identify actions that remain open.

·       Review available attendance and session records for completeness and raise questions with the ECD Coordinator. Report safeguarding or significant safety concerns immediately through IRC procedures without investigating incidents or including unnecessary identifying details in routine reports.

·       Coordinate with the ECD Coordinator on monthly visit plans, CBO locations, schedules, and priorities; liaise with CBO focal points; join ECD review discussions when requested; and agree itinerary changes in advance while documenting cancellations and rescheduling.

·       Submit a dated log for each visit, a completed checklist and feedback note for each observation, and an action tracker with recommendations, owners, due dates, and status. Submit a baseline report in October, progress report in November, and final CBO-by-CBO report and handover in December. Organize supporting evidence in the designated shared location.

·       Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in the IRC Jordan office.

·       Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

·       Any other task related to the ECD activities within the scope of this TOR.

 

REQUIREMENTS

Education: Relevant bachelor’s degree in early childhood development, education, social sciences, or a related field.

 

Work Experience: At least one year supporting ECD or education programming, CBO field monitoring, session observation, or facilitator coaching

 

Demonstrated Skills and Competencies:

·       Excellent interpersonal and communication skills.

·       Working knowledge of ECD activities, structured observation tools, and partner follow-up.

·       Ability to document observations objectively and turn findings into practical follow-up actions.

·       Excellent writing and editing skills; experienced user of Word and Excel; strong self-initiative and flexibility under pressure.

·       Language: Fluency in Arabic; working knowledge of English

 

Preferred:

Previous work with local communities; familiarity with mobile data collection tools.

 

WORKING ENVIRONMENT

This service is based in Amman. The security situation in the IRC intervention areas is calm, and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.

·       This is a service contract and does not create an employment relationship between the contractor and the IRC.

·       The contractor must adhere to the IRC Way – Global Standards for Professional Conduct and IRC policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti-Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

·       This TOR can be modified at any time according to changes in the IRC activities or in the context.
