Project Title:  Transparent, Responsible, Accountable Critical Mineral Extraction (TRACE)

Location: Kolwezi, Democratic Republic of the Congo
Position Type: The project has now been awarded. The candidate selected for the position must be approved by DOL before he or she can be hired into the role.

 

Project Overview
World Vision seeks a Project Director for a USDOL-funded project to address egregious labor practices—specifically child labor (CL) and forced labor (FL)—in the Democratic Republic of the Congo’s (DRC) critical mineral supply chains. The project aims to strengthen policy frameworks, monitoring and identification systems, and enforcement and remedial actions across mining zones, in close coordination with government, civil society, and community stakeholders.

 

Position Summary
The Project Director (PD) will provide strategic and technical leadership for a complex, multi-sectoral, and multi-partner technical assistance project. The PD will serve as the primary liaison with USDOL, in-country stakeholders, implementing partners, and relevant ministries. The PD will be responsible for overall project planning, implementation, performance, and quality control, ensuring compliance with all USDOL requirements and alignment with national and local government strategies.

 

Key Responsibilities

  • Provide overall strategic leadership, coordination, and supervision of all project activities and staff.
  • Ensure the project achieves its goals and outcomes, including policy improvement, labor monitoring and identification, enforcement support, and remediation.
  • Liaise with USDOL/ILAB, government stakeholders, local partners, and the private sector to ensure high-level engagement and ownership.
  • Oversee the development and execution of project workplans, monitoring plans, and technical strategies in coordination with technical and operational staff.
  • Maintain timely and high-quality reporting to USDOL, including technical progress reports and financial updates.
  • Supervise and mentor a multidisciplinary team and manage partner relationships to ensure a cohesive and adaptive implementation approach.
  • Ensure integration of cross-cutting themes including social inclusion and conflict sensitivity into all project activities.
  • Lead coordination with the Ministry of Employment, Labour and Social Welfare (MELSS), Ministry of Mines (MINES), Ministry of Gender, Family and Children (MGFE), and the Interministerial Commission to Combat Child Labor in Mines and Artisanal Mining Sites (CIMTEMA, as well as provincial authorities to support institutionalization of labor protections in mining areas.
  • Represent the project in national, regional, and international forums on child labor, forced labor, and supply chain accountability.

 

Required Qualifications

  • Master’s degree in international development, labor relations, public policy, law, project management, or related field; or, 5 years or more of related work experience.
  • Minimum of (seven) years of experience in project leadership, management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, and overseeing the preparation and submission of required reports to donor agencies), preferably in the DRC.  Eight (8) to ten (10) years or more of leadership experience is preferred. 
  • Proven experience managing ILAB-funded projects or other publicly-funded projects focused on labor rights, child protection, or supply chains.
  • Demonstrated experience in labor rights enforcement, child labor and/or forced labor prevention, and policy reform.
  • Strong understanding of mining sector dynamics and labor governance challenges in fragile or resource-rich settings.
  • Experience engaging with national and subnational governments, particularly labor inspectorates, ministries, and local authorities.
  • Experience establishing and maintaining systems for managing project operations.
  • Experience with designing and implementing results-based monitoring systems for projects focused on capacity building.
  • Strong communication, interpersonal, and negotiation skills.
  • Demonstrated experience as an effective public speaker.
  • Fluent written and spoken English requiredFrench fluency strongly preferred.
  • DRC nationals are strongly encouraged to apply. Open to international candidates with relevant experience in the region. Fluency includes speaking, listening, reading, and writing.

 

Preferred Qualifications

  • Knowledge of DRC’s mining sector, labor policy frameworks, and child protection landscape.
  • Familiarity with Child Labor Monitoring and Remediation Systems (CLMRS), supply chain due diligence, and enforcement strategies.
  • Experience working with community-based child protection mechanisms (e.g., RECOPEs), private sector actors, and international donors.
  • Prior experience managing consortiums or multi-partner program structures.
  • Eight (8) to Ten (10) or more years of experience in project leadership, management, supervision, administration, and implementation of cooperative agreement and/or contract requirements
