PURPOSE OF CONSULTANCY
Pay Band A-Junior level covers junior level consultants at a level equivalent to the P.1 and P.2 levels for tasks that require professional level skills but not necessarily extensive practical experience.
DESCRIPTION OF DUTIES:
Background:
The Pan American Health Organization (PAHO) received designated funding from the World Diabetes Foundation for the implementation of a project titled “Integrating Diabetes Care into Primary Health Care”. The project focuses on strengthening efficiency of primary health care through comprehensive integration of NCDs interventions at the community level in Belize and Panama. The main interventions of this project focus on strengthening the delivery of quality care for diabetes, enhanced knowledge of self-management for patients, families and communities; and the strengthening of technical capacities to reduce intergenerational transmission of diabetes. The operational plan will include the development and implementation of clinical tools for diagnosis, treatment and prevention of complications; competency-based training programmes, development and implementation of educational guidelines; a sequence of meetings, workshops, and case studies in collaboration with the Ministry of Health and Wellness.
This consultancy aims to strengthen coordination at the country office of Belize and support the implementation of the activities in the second year of the project.
Scope of Work:
Under the direct supervision of the PAHO/WHO Representative, but working closely with the Advisor, Non-Communicable Diseases and Mental Health, the Consultant will perform the following tasks including but not limited to:
Tasks:
1.Successfully complete all mandatory courses and training sessions as well as read crucial bibliography specified by the PAHO/WHO Regional Diabetes Team and attend all follow-up meetings as requested.
2.Review and update the status of diabetes care and the outcome indicators at country level.
3.Manage and coordinate the organization of collaborative meetings with the Ministry of Health and Wellness and other key stakeholders to monitor the process of project implementation. A minimum of one meeting per month is expected to be conducted.
4.Support the development and/ or adaptation of technical resources (clinical pathways etc.) to strengthen the diagnosis, treatment, and prevention of type 2 diabetes in collaboration with the regional diabetes team and national counterparts.
5.Support the coordination of the translation and publication of the technical products developed within the framework of this project.
6.Collaborate, where necessary, with the country and regional diabetes teams to organize and coordinate training activities for primary health care teams for the roll-out of technical resources to improve the quality of diabetes care within the framework of this project.
7.Conduct visits to primary health care sites to monitor the roll-out of technical tools at the primary health care level. A minimum of 4 site visits annually is expected to be conducted.
8. Organize and facilitate three training workshops for the country in coordination with the PAHO/WHO regional diabetes team, to train healthcare providers on the clinical management of diabetes, diabetes foot care and management of gestational diabetes. A minimum of two workshops will be conducted annually.
9.Collaborate with the country and regional teams for the development of case studies and project reports in keeping with the project reporting cycle (monthly and semi-annual reports).
10.Encourage participation at the country level in the virtual courses on comprehensive care for type 2 diabetes published on the PAHO Virtual Campus for Public Health (VCPH).
11.Support the organization and coordination of all activities related to implementing this project (webinars, meetings, site visits, etc.).
12.Assist in the development of dissemination materials related to the project.
13.Any other-related duties, as assigned by the PAHO/WHO Representative
Deliverables:
The Consultant will submit the following deliverables:
1.Periodic reports on the achievement of tasks outlined in the scope of work.
2. Workplan outlining the schedule of planned activities, objectives and expected outcomes of same.
3.Updated report on the implementation status of project indicators.
4.Concept notes and agendas for the in-country mission, technical workshops and community engagement sessions to be conducted.
5.Process report on development and adaptation of technical tools and resources (clinical pathways etc.) developed within the framework of the project
6.Training plans and report on training workshops conducted for healthcare workers, diabetes educators and other professionals.
7.Performance report on the in-country participation in the diabetes virtual course on the PAHO Virtual Campus for Public Health (VCPH).
8.Periodic report on stakeholder meetings, multi country virtual meetings, site visits to primary health care centers and other related activities conducted.
9.Case studies documenting experience in project implementation.
10.Monthly, Semiannual and Annual project reports in keeping with the project reporting cycle
Professional and Academic Requirements:
a. Qualification:
•A Bachelor of Science Degree in health or science-related field from a recognized university. A master’s degree in public health will be an asset.
b. Experience:
•At least three years’ experience in management and coordination of programmes to address Noncommunicable disease (NCDs) and risk factors including diabetes care.
•Practical experience in programme planning, coordination, implementation, and evaluation.
•Relevant work experience in PAHO/WHO, or other UN agencies, international institutions, or international NGOs would be an asset.
•Experience in management and coordination of health projects.
•Excellent command of English (Read ‐ Write ‐ Speak).
