Job Description

Overview of the role and responsibilities

Management Sciences for Health (MSH) is seeking a Health Financing Consultant for a potential Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) assignment in Eswatini. The objective of this consultancy is to lead the financial and economic analysis for the development of the HIV Sustainability Roadmap, including a costed three-year transition and sustainability plan. 

 

The consultant will develop a comprehensive HIV financing profile, assess funding gaps and opportunities, and support the design of feasible, prioritized pathways to strengthen domestic financing while ensuring continuity of HIV services. The assignment will align with national strategies, donor requirements (including Global Fund and PEPFAR/USG), and long-term sustainability goals. 

 

The consultant will work closely with a Lead Consultant, national stakeholders, and a multi-sectoral Steering Committee to ensure that the roadmap reflects country priorities, fiscal realities, and inclusive stakeholder input. 

 

This position is subject to project award and funding. 

 

OVERALL RESPONSIBILITIES 

Working closely with the MSH project team, the consultant will be responsible for undertaking the following key tasks: 

 

HIV Financing Profile and Resource Mapping 

  • Conduct a comprehensive funding landscape analysis, including domestic and external financing sources  

  • Map current and projected funding by domain and sub-domain, identifying gaps, risks, and opportunities  

  • Analyze expenditure data (e.g., NASA, GAM, donor reports) and develop assumptions to address data gaps  

  • Assess fiscal space, efficiency gains, and sustainability within the broader health financing context  

 

Costing and Financial Planning 

  • Lead the costing of prioritized HIV interventions using appropriate methodologies  

  • Develop a costed three-year Transition and Sustainability Plan aligned with national priorities and donor co-financing requirements  

  • Define funding needs, financing gaps, and transition pathways toward increased domestic resource mobilization  

  • Clearly document costing assumptions, methodologies, and data sources  

 

Financing Strategy Development 

  • Identify and prioritize strategies to enhance sustainable financing, including domestic resource mobilization and efficiency improvements  

  • Support planning for progressive government uptake of program and system costs  

  • Explore additional funding sources, including development partners, health financing reforms, and cross-sectoral opportunities  

 

Contribution to HIV Sustainability Roadmap  

  • Lead inputs into the HIV and Health Financing domain of the roadmap  

  • Translate strategic objectives into actionable, sequenced, and costed interventions  

  • Define milestones, timelines, and accountability frameworks  

  • Develop indicators and benchmarks to track implementation progress  

 

Stakeholder Engagement and Facilitation 

  • Engage government, donors, civil society, and community stakeholders in consultative processes  

  • Facilitate technical discussions and working group inputs on financing and costing  

  • Ensure alignment with national policies, budgeting processes, and health system reforms  

 

Reporting and Deliverables 

  • Prepare key deliverables, including: inception report, funding landscape analysis, costed plan, financing domain inputs, and policy briefs  

  • Develop presentations and Excel-based financial models to support decision-making  

  • Provide bi-weekly progress updates to the Steering Committee  

 

 

 

 

QUALIFICATIONS

 

  • Advanced degree (Master’s or higher) in health economics, public health, economics, health financing, public policy, or a related field 

  • At least 7-10 years of experience in health financing, costing, health systems strengthening, or sustainability planning 

  • Experience in Eswatini strongly preferred 

  • Proven experience developing financing strategies, transition plans, or sustainability roadmaps in low- and middle-income countries 

  • Strong expertise in resource mapping, expenditure analysis (e.g., NASA), and costing methodologies 

  • Solid understanding of public financial management (PFM), fiscal space analysis, and national budgeting processes 

  • Familiarity with Global Fund, PEPFAR/USG, and UNAIDS financing frameworks and co-financing requirements 

  • Experience working with government, donors, and civil society stakeholders in HIV or broader health programs 

  • Strong analytical, facilitation, and communication skills, with the ability to produce clear, policy-relevant outputs 

  • Fluency in English required
