Job Title: BUSINESS DEVELOPMENT AND REPORTING MANAGER -SYRIA

CARE Syria is seeking an exceptional Business Development and Reporting Manager (BDRM) to lead resource mobilization, donor engagement, and strategic reporting for one of CARE’s most critical humanitarian portfolios.

This is a pivotal leadership role for a strategic thinker and relationship builder who thrives at the intersection of program design, donor engagement, and funding growth. You will play a key role in expanding CARE’s funding base, strengthening donor partnerships, and ensuring the delivery of high-quality, competitive proposals and reports that advance CARE’s mission to save lives, defeat poverty, and achieve social justice.

This role is open to:

  • Syrian nationals who will be hired on a local national contract.

  • International candidates who will be deployed to Syria for the duration of their assignment under international terms and conditions.

  • Candidates based in any country where CARE USA operates, who are eligible to work under a national contract in their country of residence, with the ability and willingness to travel to Syria as required.
     

About the Role

Reporting to the Assistant Country Director for Programs, the BDRM provides strategic leadership for CARE Syria’s business development efforts, overseeing proposal development, donor reporting, and funding strategy. You will lead a dedicated team and work closely with program, technical, and global CARE teams to position CARE as a partner of choice in Syria’s humanitarian and recovery response.

This role requires a proactive leader who can anticipate funding trends, cultivate donor relationships, and translate humanitarian needs into compelling, fundable programs.

What You Will Do

Strategic Business Development and Resource Mobilization

  • Identify, pursue, and secure new funding opportunities aligned with CARE Syria’s strategic priorities.

  • Develop and implement donor engagement plans, funding strategies, and portfolio growth targets.

  • Conduct donor intelligence, funding trends analysis, and competitor mapping to strengthen CARE’s positioning.

  • Support senior leadership in donor engagement, representation, and strategic positioning.

Proposal Development and Donor Reporting

  • Lead and oversee the development of high-quality, competitive proposals and concept notes.

  • Ensure timely, accurate, and compliant donor reporting that strengthens donor confidence and trust.

  • Manage internal proposal processes, including opportunity tracking, Go/No-Go decision-making, and submission coordination.

  • Ensure effective coordination between program, finance, and technical teams throughout the proposal and reporting cycle.

Donor Engagement and External Representation

  • Build and maintain strong relationships with institutional donors, partners, and stakeholders.

  • Represent CARE in donor meetings, coordination forums, and strategic discussions.

  • Develop donor engagement materials, presentations, and positioning strategies.

Team Leadership and Organizational Capacity Strengthening

  • Lead, mentor, and develop a high-performing Business Development and Reporting team.

  • Foster a culture of accountability, collaboration, learning, and excellence.

  • Strengthen coordination across CARE teams to align funding opportunities with program priorities.

  1. Proven experience in business development, proposal development, and donor reporting in humanitarian or development settings.

  2. Demonstrated success securing funding from institutional donors such as UN agencies, USAID, ECHO, FCDO, EU, or similar donors.

  3. Strong strategic thinking and analytical skills, with the ability to translate funding trends into actionable strategies.

  4. Excellent proposal writing, communication, and stakeholder engagement skills.

  5. Proven leadership experience managing and developing teams.

  6. Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.

  7. Commitment to humanitarian principles, safeguarding, and CARE’s mission and values.

Required Qualifications:

1. Bachelor’s degree in International Development, Social Sciences, Business Administration, Public Administration, or a related field, or equivalent professional experience.
2. Minimum of 5 years of progressive experience in business development, grants management, donor reporting, or resource mobilization within humanitarian or development contexts.
3. Proven track record of securing funding from institutional donors such as USAID, FCDO, ECHO, GFFO, UN agencies, foundations, or private sector partners.
4. Strong understanding of donor priorities, compliance requirements, and reporting standards.
5. Demonstrated ability to analyze funding trends and translate insights into effective funding strategies.
6. Excellent English communication skills, with the ability to develop compelling proposals and synthesize complex information clearly.
7. Strong strategic thinking, organizational, and problem-solving skills, with the ability to manage multiple deadlines in fast-paced environments.
8. Proven ability to build and maintain effective relationships with donors, partners, and internal stakeholders.

Preferred Qualifications:

1. Master’s degree in International Development, Humanitarian Affairs, Social Sciences, or related field.
2. Experience working with CARE or similar international humanitarian organizations.
3. Experience in Syria or other complex humanitarian or emergency response contexts.
4. Demonstrated leadership and team management experience.
5. Arabic language proficiency strongly preferred.
6. Training or certification in proposal development, safeguarding, PSEA, or emergency response.
7. Familiarity with gender equality, protection, climate resilience, and safeguarding integration in program design.
