DESCRIPTION OF DUTIES:

Advisor, Program Management and Administration

• Join us and help strengthen health emergency preparedness and response across the Americas

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly skilled, strategic, and results-oriented Advisor, Program Management and Administration to provide leadership and expert guidance in managing and administering health emergency programmes across the Region.

Under the direct supervision of the Director, Health Emergencies (PHE), and the general guidance of the Director, Planning, Budget and Evaluation (PBE), the selected candidate will play a critical role in ensuring that PAHO’s emergency operations are effectively planned, financed, staffed, and managed, including during complex emergency situations.

The incumbent will:

• Coordinate and oversee management and administrative services for health emergency programmes, including human resources, finance, planning, grant management, and security.
• Provide expert advice on policies, procedures, and systems related to programme management and administration in emergency contexts.
• Guide the development, monitoring, and execution of workplans and budgets, ensuring rapid availability and sustainable use of resources.
• Oversee grant management and reporting requirements, including voluntary contributions and project financing.
• Lead the development and implementation of guidelines and Standard Operating Procedures (SOPs) to promote continuous improvement and business process excellence.
• Support resource mobilization efforts and represent the Organization in official meetings as required.
• Manage, guide, and evaluate the performance of staff, fostering high-quality service delivery and professional development.

What is required for this position?

Education

A university degree in a health or social science and a master’s degree in management, public health, health administration, economics or a related discipline from a recognized institution
 

Experience

Nine years of combined national and international experience in management and administration of public health programs, including at least 3 years of management experience in positions with direct responsibility for managing both human and financial resources.

 

Languages

Very good knowledge of English or Spanish with a working knowledge of the other language.

 

IT Skills

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

• Proven leadership, coordination, and people management skills
• Ability to work independently, exercise sound judgment, and adapt to changing emergency environments

 

Duration of Contract
