DESCRIPTION OF DUTIES:

Advisor, National Pharmaceutical Supply Management (PROMESS)

Join us and help strengthen access to essential medicines and resilient pharmaceutical supply systems

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking an experienced, strategic, and results‑oriented Advisor, National Pharmaceutical Supply Management to support and strengthen the national Programme de Médicaments Essentiels (PROMESS) and pharmaceutical supply systems in Haiti.

Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Advisor, Health Systems and Services, the selected candidate will:

• Lead the planning, implementation, and monitoring of the PROMESS Biennium Work Plan, strengthening national pharmaceutical supply management systems.
• Provide technical advice and guidance on procurement, supply, storage, and distribution of essential medicines, in line with international standards and national priorities.
• Coordinate with national authorities, partners, and stakeholders to enhance the integration and performance of PROMESS within the national health system.
• Strengthen management processes, including stock management, budgeting, financing, and the use of modern inventory and information systems.
• Develop, update, and ensure compliance with Standard Operating Procedures (SOPs) in accordance with PAHO rules and regulations.
• Mobilize financial and technical resources and support partnerships to ensure sustainability of the national medicines supply system.

What is required for this position?

Education

A university degree in a pharmaceutical science, management, administration, logistics and supply chain management, finance or related field, and a master's degree in business administration or procurement or in any other field related to the functions of the post from a recognized institution.

Experience

Nine years of combined national and international progressively responsible experience in general management in the public and/or private sector to include project management in the health‑pharmaceutical sector and/or managing a large supply acquisition and distribution project in the humanitarian context.

Languages

Very good knowledge of French or English with a working knowledge of the other language.

IT Skills

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.

The skills required are:
• In‑depth knowledge of pharmaceutical procurement, supply chain, storage, and distribution systems.
• Strong understanding of international pharmaceutical quality and regulatory standards (e.g., GMP, GSP, GPP).
• Proven ability to manage large‑scale health or pharmaceutical supply programs in complex or humanitarian contexts.
• Experience in planning, monitoring, and evaluating programs and projects using performance indicators.
• Strong analytical, reporting, and technical writing skills.
• Ability to build and manage partnerships with governments, donors, and international organizations.
• Solid management skills, including administration, finance, and human resources oversight.

Duration of Contract
